Ministry of Health & Family Welfare, Government of India, has entrusted the additional charge of the post of Chairman & Managing Director, HLL, to Shri R P Khandelwal, Director (Finance). He is also the Chairman of HLL Biotech Limited (HBL), Goa Antibiotics and Pharmaceuticals Limited (GAPL), Hindustan Latex Family Planning Promotion Trust (HLFPPT), LifeSpring Hospitals Private Limited, HLL Infra Tech Services Limited (HITES) and HLL Management Academy (HMA), associate organisations of HLL.
Shri R P Khandelwal joined HLL as Director (Finance) in 2009.
He is Post Graduate in Chemistry with MBA in Finance from BIT MESRA. He also holds the professional qualifications AICWA, ACS & LLB. He is a member of the Institute of Cost Accountants of India, Institute of Company Secretaries of India and ALL India Management Association. He has rich experience in the varied fields inter alia Management, Finance, Company Secretarial, Techno-economics Infrastructure Development & Procurement Consultancy.

Mr. Sharad Agarwal, is currently the Chief Executive Officer of Hindustan Latex Family Planning Promotion Trust (India), with a keen focus on Reproductive health, Maternal and child health, Social Marketing, Social Franchising, Public Private Partnerships, Financial and Marketing management. A cost accountant from the prestigious ICAI and a law graduate; his skills and experience have been honed through a career spanning over two decades in responsible roles in esteemed corporate and social sectors organizations. His dynamic leadership has proved pivotal to the success of vital family health and welfare programs focused on bettering public health for the underprivileged populations.
He has led the formulation and implementation of various crucial projects providing MCH services in addition to STI/RTI services. Notable innovations for social marketing initiated under his direction include, the concept of Rural Health Kiosks, Public Private Partnership (PPP) mode of collaboration with the Public Distribution system, and the concept of Village Cooperatives, amongst others which exemplify his unique leadership and vision for HLFPPT. His focus on not just innovating but in fact sustaining organizational endeavors is aimed at HLFPPT touching lives with quality care and compassion in the effort to emerge as a globally credible organisation.
With over 26 years of versatile experience in marketing – both with the corporate and social sectors – Mahesh Kalra is currently heading the Social Marketing and Franchising Division at HLFPPT, being responsible for conceptualisation, planning and execution of its various social marketing and franchising programmes. Prior to this, he worked with Abt Associates on USAID-funded Private Sector Partnerships and Market-based Partnerships for Health Projects, where he contributed to the success of programmes such as WHO ORS Saathi Bachpan Ke, Dimpa Injectable Contraceptive, Condom Bindaas Bol, Health at the Base of the Pyramid and e-Chaupal. One of his major achievements has been creation of 3,550 franchising clinics in Uttarkhand, Jharkhand, & Uttar Pradesh. His areas of interest include health systems strengthening, innovative provider networks and last mile distribution strategies.
Mahesh Kalra holds PG Diploma in Business Administration (Marketing) and Graduation Degree in Economics from University of Delhi.
A doctor by profession, Dr Abha Jha has 20 years of working experience in the healthcare sector. She started her career with St Catherine Hospital (a mission hospital at Kanpur) where she gained valuable clinical experience and expertise in community healthcare.
Her deep understanding of the multi-faceted nature of community healthcare enables her to analyse, interpret and apply technical expertise on health problems keeping cultural aspects in mind. Her ability lies in prioritising health problems through design, implementation and evaluation of appropriate healthcare interventions. As an active member of the Indian Medical Association (IMA) and the Federation of Obstetric and Gynaecological Societies of India (FOGSI), she advocates for empowering and equipping the health micro unit at community level. She has in the past been associated with several reputed organisations such as Population Services International (PSI).
In her current assignment as National Manager, Medical Services at HLFPPT, Dr Jha is responsible for providing technical assistance to various ongoing programmes on health and family planning. In order to build an effective mechanism for improving quality of care, she articulates a clear vision to develop dynamic framework for Mother & Child Care and Family Planning services.
Dr Jha holds an MBBS Degree and a Diploma in Gynaecology & Obstetrics.
Gulshan Kumar is a qualified Chartered Accountant with an experience of more than 18 years. He has worked with national and international organisations that are operational in both corporate and not-for-profit realms. With vast knowledge in business and project management finance, he has expertise in various International Financial Reporting Standards (IFRS), Statutory Laws like Income Tax Act, Companies Act, Foreign Contribution Regulation Act, Service Tax Act etc. He has independently conducted Internal, Statutory & Tax audits for various companies, NGOs, PSUs, Banks and multinationals.
Satish Chandra Uniyal is a qualified HR Professional, heading Human Resource & Organisational Development function at HLFPPT. He possesses over 26 years of work experience in the field of Human Resource Management & Industrial Relations. His forte lies in Human Resource Management, Strategic Planning, Contract Labour Management, Safety, Health & Welfare and Legal & Administration. He is an innovative thinker with broad-based expertise in handling large teams and believes in team building & value-based culture. Prior to this, he has worked in various capacities with renowned organisations in the corporate sector including the Tata Group of Companies – Taj Services Ltd, CH2M Hill India Pvt Ltd, SPML, Varroc Polymers Pvt Ltd, etc.
Ms. Shivi Rawat oversees the Business Development initiatives of HLFPPT. She is a professional with over a decade of experience in programme management, knowledge management, resource mobilisation and strategic partnerships. Prior to HLFPPT, she has worked with National AIDS Control Organization and Pathfinder International. She has worked on a range of health-related issues including HIV/AIDS, Maternal and Child Health and Family Planning. Her own experience of engaging with the state and central government, local NGOs as well with donors helps bring a fresh insight to HLFPPT’s work with the underserved communities. Shivi holds post graduate diploma in Rural Management from IRMA (Institute of Rural Management Anand). She is a 2016 Ford Motor Company International Fellow of 92nd Street Y.
Archana Kumari is a development sector professional with over 18 years of work experience. The core areas of her work are Livelihood; DRR/M, Health, Gender mainstreaming, Financial Inclusion and Child rights. Her expertise lies in Programme Management including Monitoring & Evaluation, Strategic Planning and Partnership Management. She has worked on issues ranging from natural resource management, livelihoods, disaster, gender, health, child rights, financial inclusion and integrated development with local and international NGOs. She is trained on a range of thematic issues, as well as programme management skills. She holds a degree in M CoM (Masters in Cooperatives Management), PG Diploma in Business Entrepreneurship & Management with Specialization in Management of NGOs, LL.B & BA Hons.
